Terry J. Harris

Terry J. Harris is a partner at Harris, Harris & Quinn, P.C. in Cheyenne, Wyoming. He joined the Wyoming Bar in 1982 and has focused on federal criminal defense for approximately 25 years. Before concentrating on federal criminal matters, his practice included disability-related litigation and contested-case administrative hearings for the State of Wyoming. Harris has served as a Criminal Justice Act Panel Attorney and previously represented the federal district of Wyoming at the national level.

He has also served as a part-time Senior Assistant Public Defender with the Laramie County Trial Division of the Wyoming Office of the State Public Defender. Harris has been part of legal teams representing two of Wyoming’s last two death-row inmates in federal proceedings.

He has also received appointments from the U.S. Court of Appeals for the Tenth Circuit involving federal defender selection and review processes. Harris earned his J.D. from the University of Wyoming College of Law and his B.S. in Accounting from Virginia Tech.
